Union Home Minister and Minister of Cooperation Shri Amit Shah addresses Uttarakhand State Foundation Day celebrations in Dehradun
Uttarakhand’s GSDP has increased by 50% since 2022, while per capita income has risen by 40%
Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Uttarakhand State Foundation Day celebrations in Dehradun today. On this occasion, Uttarakhand Chief Minister Shri Pushkar Singh Dhami, along with several other distinguished dignitaries, was also present.

Addressing the gathering on this occasion, Union Home Minister and Minister of Cooperation Shri Amit Shah said that today is a day to remember and express gratitude to our revered late leader, Atal Bihari Vajpayee. For many years, the people of this region had been struggling for the creation of a separate state of Uttarakhand, but governments led by opposition parties did not allow the state to be formed. Former Prime Minister Atal Bihari Vajpayee fulfilled this long-standing demand by establishing Uttarakhand on 9 November 2000.
Shri Amit Shah said that while Atal Bihari Vajpayee created Uttarakhand, Prime Minister Shri Narendra Modi has worked towards transforming and developing the state. A developed Uttarakhand is the first milestone in the journey towards a developed India. He said that our government has decided to celebrate Uttarakhand State Foundation Day as an occasion of pride, achievement and resolve. We take pride in the divine land of Uttarakhand and in the decision taken by our revered Atal Bihari Vajpayee to establish the state. We are equally proud of the progress being made towards building a developed Uttarakhand under the leadership of Prime Minister Shri Narendra Modi and Chief Minister Shri Pushkar Singh Dhami. He further said that we resolve to make Devbhoomi Uttarakhand the first developed state in the journey towards a developed India by 2047.

Union Home Minister said that today is the day to take a pledge to fulfil the dreams of the people and youth of Devbhoomi who have made supreme sacrifices in the service and protection of Bharat Mata. We must resolve to preserve our cultural heritage and the environment of Uttarakhand while transforming the state into a developed state. We must also resolve to inspire the younger generation to follow the path of patriotism and valour.
Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi at the Centre and Chief Minister Shri Pushkar Singh Dhami in Uttarakhand, efforts are being made for the development of the state. Our government has ensured that the development of Uttarakhand continues uninterrupted for the past 10 years. He said that today, in this relatively small state, the foundation stone laying and inauguration of a total of 63 development projects worth ₹1,508 crore have taken place. He further stated that today, 15 individuals will be conferred with the Uttarakhand Gaurav Samman, six individuals will receive the State Bravery Award, and two individuals will be honoured with the Lifetime Achievement Award. These honours symbolise that our government takes pride in recognising and felicitating those who have made significant contributions towards making Uttarakhand a great state.
Union Home Minister and Minister of Cooperation said that Uttarakhand’s Gross State Domestic Product (GSDP) has grown by 50% since 2022. While GSDP is an indicator of the growth of a state’s economy, the prosperity of its citizens must also grow alongside the state’s development. Our government has worked towards increasing the per capita income in Uttarakhand by 40%. He said that the Global Investment Summit attracted investments worth ₹3.56 lakh crore to Uttarakhand. Of this, industrial projects worth ₹1 lakh crore have already been grounded and have commenced operations. Despite the limited time, the relatively small size of the state and several challenges associated with industrial development, Dhami government has successfully translated investments worth ₹1 lakh crore into projects on the ground.

Shri Amit Shah said that Uttarakhand is the first state in the country to have implemented the Uniform Civil Code (UCC) on the ground. He stated that following its implementation, no one in Uttarakhand can now have multiple marriages, and no woman can be subjected to the indignity of triple talaq. He further said that, following Uttarakhand’s example, 15 states across the country have now moved forward in the direction of implementing the UCC. Our government will implement the UCC in all the states governed by our party. He said that Uttarakhand has introduced such a stringent anti-cheating law that courts will now be able to punish those who cheat in examinations, facilitate cheating, or are involved in paper leaks without delay. He added that 35,000 people have been provided government jobs without any recommendations or favouritism. He also said that Uttarakhand has implemented an anti-conversion law, which has made religious conversions impossible in the state.
Union Home Minister said that over the past 10 years, our government has undertaken several major development initiatives in Uttarakhand. These include the Delhi–Dehradun Economic Corridor, the Char Dham All-Weather Road Project, the Rishikesh–Karnaprayag railway line, the Tanakpur–Bageshwar railway line, and ropeway projects at Kedarnath and Hemkund Sahib. He highlighted several other initiatives, including the Song, Jamrani and Kishau multipurpose dam projects; numerous drinking water, irrigation and energy projects; 30% reservation for women in government jobs; 33% reservation for women in cooperative societies; creation of more than 3 lakh Lakhpati Didis; the Homestay Scheme; 10% reservation for statehood activists; and an increase in the ex-gratia assistance to the families of martyrs from ₹10 lakh to ₹50 lakh. He further stated that the government has established an AIIMS satellite center at Kichha and developed an Industrial Smart City. Under the Vibrant Villages Programme, development works worth ₹270 crore have been undertaken in 51 border villages. Initiatives such as House of Himalayas and the Millet Mission have also been launched to take locally produced Himalayan and traditional hill products to every corner of the country. He said that the opposition governments had undertaken only one task: preventing the formation of Uttarakhand.
Shri Amit Shah said that in the next elections, the people of Uttarakhand must decide whether they want a government led by our party that delivers development or a government led by the opposition party that engages in corruption. He said that for years, the principal opposition party had left Uttarakhand dependent on a money-order economy and migration. It had formulated policies under which the water of the hills never benefited the people of the region. He stated that our government has made every possible effort to curb migration and replace the money-order economy with an industrial economy that generates wealth and creates economic opportunities within the state. He further said that the tourism sector in Uttarakhand has witnessed a growth of 380%.
Union Home Minister and Minister of Cooperation said that opposition government did not build roads in Uttarakhand, arguing that roads would allow enemies to enter the country. Our government has built roads, and Prime Minister Shri Narendra Modi has strengthened the country to such an extent that no one now dares to challenge India’s borders. He said that whenever anyone attempted to violate India’s borders, the Modi government responded by carrying out surgical strikes, air strikes and Operation Sindoor, entering enemy territory and eliminating the threat. He stated that previous opposition governments had kept Uttarakhand deprived of basic infrastructure and facilities out of fear of the enemy. Earlier governments treated border villages as the last villages of the country and left them to their fate. Prime Minister Shri Narendra Modi transformed these border villages into the country’s first villages and launched the Vibrant Villages Programme. Through an investment of ₹270 crore, development initiatives have been undertaken in 51 border villages, encouraging young people to return to these villages.
Shri Amit Shah said that the issue of SIR (Special Intensive Revision) is currently being discussed. He alleged that the Leader of the Opposition’s campaign is not a ‘Vote Bachao’ campaign but a ‘Ghuspaithiya Bachao’ campaign. He asked the people of Uttarakhand whether the electoral rolls should be made free of infiltrators and whether every infiltrator should be expelled from Devbhoomi Uttarakhand and India. He said that the false narrative being propagated by the Leader of the Opposition would not be accepted by the people of India. He further alleged that opposition parties were unwilling to abandon their politics of appeasement. He said that they were opposing the construction of the Ram Temple, allowing infiltration and pursuing policies that promoted demographic changes. He added that our party’s government had put an end to all these practices. Shri Amit Shah said that over the past 10 years, our party’s government had provided corruption-free governance in Uttarakhand. He accused the previous opposition government of being involved in several alleged scandals, including a sting controversy involving a former Chief Minister, allegations that the Secretariat had become a hub for commission agents, SC-ST scholarship scam, the liquor policy sting operation and the Kumaon foodgrain scam. He concluded by saying that our party’s government has worked to ensure that every single rupee reaches the people of Devbhoomi Uttarakhand.
Union Home Minister and Minister of Cooperation said that our party has achieved a hat-trick of electoral victories in several states, including Assam, Gujarat, Haryana and Madhya Pradesh. He said that the next turn is Devbhoomi Uttarakhand’s, where our party aims to secure a third consecutive victory. He recalled that in the 2017 Assembly elections, our party secured 46% of the votes and won 57 seats. In 2022, it received 44% of the votes and won 47 seats. In 2027, people of Uttarakhand must ensure the return of our ‘double-engine’ government in Uttarakhand by giving us 50% of the vote and more than 60 seats. He said that our party wants to make this border state secure, prosperous and the cultural capital of the country. To achieve all three objectives, we seek the people’s mandate and blessings for a third consecutive term.

CBN at Glance:
1. SEVENTY-SIX YEARS OF CHRONOLOGICAL EVOLUTION
From its roots in the All-India Narcotics Board created on April 2, 1949, the unified Opium Department was formally centralized into the Central Bureau of Narcotics (CBN) on November 6, 1950 with its Headquarters at Shimla. To place leadership directly alongside the core traditional poppy-growing belts and to effectively monitor the same, the headquarters was permanently relocated from Shimla to Gwalior, Madhya Pradesh, in 1960. The enactment of the landmark Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, completely modernized the agency, converting the CBN from a regulatory administrative department into a multi-role national law enforcement, facilitator and regulatory agency.
2. DISMANTLING TRANSNATIONAL SYNTHETIC DRUG SYNDICATES
From 2022 through October 2026, the CBN’s specialized Preventive and Intelligence (P&I) Cells mounted an effective enforcement campaign, booking over 1,000 cases and arresting 1,325 individuals.
- Historic Pharmaceutical Diversion Bust: Highlighting this multi-year crackdown, the CBN executed a monumental seizure in Delhi in July 2026, intercepting 12 crore (120 million) Tramadol Hydrochloride tablets (250 mg) weighing approximately 100 metric tons, permanently dismantling a major international pharmaceutical smuggling ring.
- Environmentally Safe Disposal & Reclamation: CBN successfully destructed/ incinerated Total 342 Metric tonnes (3,42,000 kg) of seized narcotics, psychotropics and controlled substances. Concurrently, 2535 kg of highly pure raw opium seized from illegal channels was transferred to the Government Opium and Alkaloid Works (GOAW) facility in Neemuch to be reclaimed as vital medicinal alkaloids.
3. SOURCE-LEVEL ELIMINATION: ILLICIT CROP DESTRUCTION DRIVES
From 2022 to October 2026, Central Bureau of Narcotics (CBN) mapped and eradicated huge volume of illegal crops directly at the source. CBN has destructed more than 1,11,300 Acres of illicit cultivation of opium and cannabis across high-risk states including Himachal Pradesh, Arunachal Pradesh, Manipur and Uttarakhand.
- Operation Parivartan (Himachal Pradesh): In the rugged, high-altitude terrains of the Kullu district, CBN units trekked up to 3,500 meters (11,000 feet) to manually uproot 2,070 hectares (5,165 acres) of illicit cannabis, by way of blending ground teams with drone technology and precise technological mapping.
- Opium Poppy Destruction (Arunachal Pradesh): Deploying into remote mountain corridors alongside forest and paramilitary forces, the CBN mapped and manually destroyed 3,600 hectares (8,896 acres) of illegal opium poppy fields during the crop’s critical flowering season.
- Alternative Development Strategy & “Jan Samvad”: Paired with enforcement, the CBN hosted public town-hall dialogues (Jan Samvad) in isolated villages like Malana, for transition farmers into legal, sustainable livelihoods like apiculture, dairy production, animal husbandry, and eco-tourism.
4. MISSION “YUVA RAKSHA”: SAFEGUARDING INDIA’S YOUTH
Marking a major transition toward combining statutory enforcement with grassroots social interventions, the CBN’s flagship initiative—Mission “Yuva Raksha” and CBN outreach initiatives empowered and educated over 20,000 participants across Madhya Pradesh, Rajasthan, Uttar Pradesh, and Delhi during the 2026 calendar year.
- Milestone Spiritual Partnership: On September 18, 2026, at Mount Abu, Rajasthan, the CBN signed a MoU with the Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya to integrate values-based preventive education and community counselling deep into vulnerable hubs.
- Insulating Farming Communities: Through rural public grievance cells (Jan Sunwai), the CBN actively works alongside traditional poppy-growing belts to protect rural youth from the reach of illicit trafficking networks.
5. DIGITAL GOVERNANCE AND EASE OF DOING BUSINESS (EoDB)
The CBN has successfully transitioned from traditional workflows into an automated, single-window digital architecture. By integrating its LPCO (License, Permit, Certificate, and Other documents) onto the centralized ICEGATE SWIFT 2.0 Portal, the Bureau seamlessly processes more than 15,000 import and export applications annually.
To secure international bulk drug and API supply chains while facilitating rapid trade clearances and awareness, the Bureau has progressively signed strategic MoUs with premier trade promotion bodies: the Indian Chemical Council (ICC) in 2022, CHEMEXCIL on April 28, 2025, and PHARMEXCIL on August 24, 2026.
FUTURE ROADMAP
Looking ahead, the modernized CBN is building an advanced technological ecosystem designed to pre-emptively counter emerging narcotic threats and New Psychoactive Substances (NPS). Future frameworks include the deployment of advanced crop-tracking tools, the establishment of a dedicated Chemical Management Division (CMD) to monitor high-risk non-scheduled industrial chemicals and the nationwide expansion of its holistic alternative development strategy.

TRAI releases “The Register of Interconnect Agreements (Fourth Amendment) Regulations, 2026”
The Telecom Regulatory Authority of India (TRAI) today released “The Register of Interconnect Agreements (Fourth Amendment) Regulations, 2026”. These regulations will take effect from 1st January 2027.
Interconnection in telecommunications refers to the commercial and technical arrangements that connect two or more telecommunications networks, allowing telecommunications traffic to flow between them and enabling users of different service providers to communicate seamlessly. The Register of Interconnect Agreements Regulations, 1999 provide the regulatory framework for the registration and maintenance of interconnect agreements entered into between service providers.
Sub-sections (vii) and (viii) of section 11(1)(b) of the Telecom Regulatory Authority of India Act, 1997 empower, inter alia, TRAI to maintain a register of interconnect agreements and make it available for public inspection, subject to the payment of the prescribed fee and fulfilment of other specified requirements.
To ensure that the existing regulatory framework governing interconnection matters remains relevant, transparent, and conducive to efficient interconnection between service providers, TRAI initiated the review of the regulatory framework through a Pre-Consultation Paper on the “Review of the existing TRAI Regulations on Interconnection matters”, dated 03.04.2025. Through this Pre-Consultation Paper, stakeholders’ comments were sought to review, inter alia, the Register of Interconnect Agreements Regulations, 1999.
Subsequently, a Consultation Paper on the “Review of the existing TRAI Regulations on Interconnection matters”, providing the background information and taking into account the stakeholders’ comments received during the pre-consultation process, was issued on 10.11.2025. Through the Consultation Paper, the stakeholders’ comments were sought to review, inter alia, the Register of Interconnect Agreements Regulations, 1999. After extension, the last dates for furnishing written comments and counter-comments were 15.12.2025 and 29.12.2025, respectively.
In response to the issues raised in the Consultation Paper, seventeen stakeholders submitted their comments, while nine stakeholders submitted counter-comments. As part of the consultation process, an Open House Discussion (OHD) on the Consultation Paper was held on 28.01.2026. Considering the comments received from stakeholders during the consultation process, and their analysis, TRAI has finalised the Register of Interconnect Agreements (Fourth Amendment) Regulations, 2026.
The salient points of the amendment regulations are given below:
- Online registration of interconnect agreements: The amendment regulations provide for all service providers to register their interconnect agreements, as well as any modifications thereto, through the portal established by TRAI for this purpose. The earlier requirement of furnishing printed copies along with a soft copy on floppy/diskette has been dispensed with. Agreements in force as on 1st January 2027 are required to be submitted within fifteen days from that date, and new agreements and modifications within fifteen days of their execution or modification. This will facilitate efficient registration, maintenance of an updated register, and retrieval of interconnect agreements.
- Submission of text-searchable electronic documents: Service providers are required to furnish electronic copies of interconnect agreements and modifications thereto in text-searchable PDF format within the timeline specified for registration. This will facilitate efficient processing, examination, maintenance and retrieval of documents.
- Online access to the Register of Interconnect Agreements: The amended framework enables submission of applications for inspection of the Register of Interconnect Agreements, access to the prescribed part of the Register, and obtaining copies or extracts thereof through the portal. This will facilitate electronic access to the relevant portions of the Register in addition to the existing physical mode, thereby improving accessibility and convenience for members of the public, subject to the applicable regulatory provisions.
- Time-bound furnishing of disaggregated information: TRAI may specify formats for obtaining disaggregated information that can be included in the Register of Interconnect Agreements within the period specified by TRAI. This will ensure timely availability of structured and standardised information, facilitating effective regulatory oversight and greater transparency in interconnection arrangements.
- Revision of fees for inspection and copies: The fee for inspection of the Register has been revised to ₹1,500 per hour or part thereof, and the charge for copies or extracts to ₹500 per page. The revised fee structure is broadly aligned with the framework prescribed under the Telecom Regulatory Authority of India (Access to Information) Regulation, 2005.
- Graded framework for financial disincentives: For effective implementation of the regulations, a graded financial disincentive framework has been prescribed for contravention of provisions of these regulations. This will make the enforcement of the regulatory framework more effective, proportionate and commensurate with the nature and seriousness of the contraventions to the provisions of these regulations.
The amendment regulations modernise the framework governing the registration and maintenance of interconnect agreements through digitalisation of the registration, submission and access processes. The provisions relating to time-bound furnishing of information and graded financial disincentives will facilitate effective regulatory oversight and compliance. Overall, the amended framework is expected to enhance administrative efficiency, transparency, accessibility and regulatory certainty in matters relating to interconnect agreements.

Face Authentication Adoption Surges to 80% as DLC Campaign 5 Generates Nearly 40 Lakh Certificates in First Five Days: Dr. Jitendra Singh
Nationwide campaign to cover nearly 3,000 locations with doorstep services for elderly pensioners unable to visit camps
Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, Minister of State in the Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh today launched the Nationwide Digital Life Certificate (DLC) Campaign 5, with nearly 40 lakh Digital Life Certificates generated in its first five days against approximately 25 lakh during the corresponding period last year, registering a 60 per cent increase.
Face authentication adoption has surged from 61 per cent to nearly 80 per cent during the same period, reflecting growing confidence among pensioners in technology-enabled pension services. Dr. Jitendra Singh said the overwhelming response demonstrates how digital innovation is transforming pensioners’ ease of living while making governance more accessible, convenient and dignified for elderly citizens.
Addressing a press conference at the National Media Centre, New Delhi, Dr Jitendra Singh said the campaign has progressively evolved into a nationwide movement, bringing together government departments, pension disbursing banks, pensioners’ associations and families to facilitate seamless pension-related services.
The event was attended by Secretary, Department of Pension & Pensioners’ Welfare, Ms. Nivedita Shukla Verma; Chairman and CEO, Railway Board, Shri Satish Kumar; Secretary, Department of Posts, Shri Subrat Das; Controller General of Defence Accounts, Ms. Alka Nangia Arora; Controller General of Communication Accounts, Ms. Vandana Gupta; CEO, UIDAI, Shri Saurabh Vijay; and Additional Director General, PIB, Shri Nanda Kishore Reddy, among other senior officials.
Dr. Jitendra Singh said that the fundamental objective of the campaign is to ensure ease of living for elderly citizens, adding that India’s changing demographic and socio-economic landscape makes pensioners an increasingly important segment of society. The number of central government pensioners has now reached nearly 70 lakh against approximately 50 lakh working employees, reversing the earlier situation when the number of working employees was around 55–60 lakh and pensioners approximately 50 lakh.
The Minister said increasing life expectancy and improved health conditions have created a new opportunity to harness the experience, expertise and potential of senior citizens for nation-building. Many employees retire at the age of 60 when they are still at the prime of their health, experience and professional capabilities.
In the context of Prime Minister Narendra Modi’s vision of Viksit Bharat, Dr. Jitendra Singh said elderly citizens must be actively engaged in nation-building by ensuring their comfort, health and financial security, enabling them to contribute their potential to constructive national endeavours. He emphasised the need to build a healthy synergy between the younger and older generations as partners in India’s development journey.
Tracing the evolution of Digital Life Certificates, Dr. Jitendra Singh said the government initially relied on conventional life certificates, followed by biometric authentication through fingerprints, before introducing face authentication technology to address limitations faced by elderly pensioners. He said face recognition technology has emerged as a convenient and accessible solution, enabling pensioners to generate Digital Life Certificates through a mobile phone without the need to visit banks or offices. The Minister said that out of 1.92 crore Digital Life Certificates generated last year, approximately 1.17 crore were through face authentication, demonstrating the growing preference for this technology among pensioners.
Dr. Jitendra Singh said the campaign has increasingly become a “whole of government” and “whole of society” movement, with pensioners’ welfare associations and family members playing an active role in facilitating Digital Life Certificates. Grandchildren assisting grandparents in generating DLCs, he said, have made technology adoption an engaging family experience, while familiarising senior citizens with digital tools and services. He said the campaign’s growing acceptance reflects the collective participation of government institutions, pensioners and society in advancing citizen-centric governance.
The Minister also referred to several pension-related reforms undertaken by the Department of Pension & Pensioners’ Welfare, including pension adalats for resolution of long-pending cases, a dedicated grievance redressal mechanism through CPENGRAMS, and simplification of obsolete rules and procedures.
He said reforms have focused on removing unnecessary procedural hurdles rather than introducing additional regulations, making pension administration more responsive to citizens’ needs. Dr. Jitendra Singh reiterated that the government remains open to suggestions from pensioners wherever they face difficulties, bottlenecks or procedural challenges, and would continue eliminating obsolete rules and conditions to improve their welfare.
Secretary, Department of Pension & Pensioners’ Welfare, Ms. Nivedita Shukla Verma, said the Digital Life Certificate Campaign is being pursued with the objectives of pensioners’ welfare, ease of living, digital empowerment and dignity of pensioners, while advancing the government’s vision of minimum government and maximum governance.
She said the campaign provides pensioners with a quick, convenient and accessible interface, reducing the need for repeated visits and procedural difficulties. She added that extensive outreach through print and social media, WhatsApp networks, short explanatory videos and pensioners’ associations has helped spread awareness and encourage participation.
Ms. Nivedita Shukla Verma said the campaign represents a comprehensive whole-of-government approach, with pension disbursing banks, Ministries of Railways and Defence, Department of Telecommunications, Department of Posts, Ministry of Electronics and Information Technology, UIDAI, State Governments and pensioners’ associations working together. Nearly 3,000 locations are being covered through camps, with special efforts to reach pensioners in remote areas.
Doorstep services have also been arranged for pensioners unable to visit camps, ensuring that the campaign reaches elderly citizens irrespective of mobility or geographical constraints. The Secretary appealed to pensioners to take full advantage of the campaign and encourage fellow pensioners to participate, saying that positive experiences and word-of-mouth communication would further strengthen its reach and impact.
During the programme, a Compendium Booklet was released, along with a Coffee Table e-book documenting Nationwide DLC Campaign 4.0.
