RDD Secretary Aijaz Asad Warns Non-Performing PIAs, Calls for Faster Skill Training Under Himayat 2.0

Chairing a review meeting at Panchayat Bhawan, the Secretary directed PIAs to improve performance and ensure timely achievement of approved targets. He informed that under the Action Plan for the financial year 2025–26, the Apex Committee has approved 13 projects with a cumulative training target of 2,248 candidates, out of which 1,365 candidates have already been enrolled.
Aijaz Asad reviewed district-wise progress of operational training centres across Srinagar, Pulwama, Baramulla, Bandipora, Doda, Jammu, Kathua, Samba, Rajouri, Udhampur, Poonch and other locations. He noted that a range of skill trades—including Office Assistant, Retail Sales Assistant, General Duty Assistant, Supply Chain Executive, Front Office Assistant, Multi-Skill Technician and F&B Service Assistant—are currently being offered through approved PIAs.
Expressing concern over underperformance, the Secretary warned that projects would be withdrawn from non-performing PIAs. He added that persistent failure to deliver results could lead to disciplinary action, including blacklisting. At the same time, he assured agencies that genuine grievances would be addressed and that the department would extend full cooperation.
The Secretary directed Chief Operating Officer, Himayat, Rajneesh Gupta, to conduct regular field visits and inspections of training centres. He also said Deputy Commissioners would inspect centres in their respective districts to assess the quality of training, infrastructure and facilities.
Highlighting the importance of the Himayat 2.0 programme, Aijaz Asad said it plays a crucial role in empowering youth who have discontinued formal education, adding that skill development linked to employment is essential for their socio-economic upliftment.
The meeting was attended by COO Himayat Rajneesh Gupta, Project Manager (F&PE) Sajad Chowdhary, senior departmental officers and representatives of various Project Implementation Agencies.
